No, Remilia, herself, can't drain enough blood from someone to change them into vampire.

According to standard lore, you only become a vampire if you die after being bitten; Remilia's profile seems to attest to this: "...her light appetite means her victims almost never die from their wounds.". And I know I saw somewhere about her not creating additional vampires because of this, but I can't remember where it was...

Of course, if all else fails, the answer is magic.

Also, the vampire will need to raise you as one after killing you - how powerful the resulting vampire is depends on the one who turned the victim.
