The secret to running GIMP is often to go to Edit/preferences and increase the size of the Tile Cache (the amount of the image GIMP keeps in memory).
With GIMP 2.10, turning off “View->Colour Management->Colour-manage this image” will also improve performance.
For some kinds of painting, using 32-bit linear (no gamma) floating point images is faster than anything else too.
