They were people who still believed that Kira was God. The girl at the very end that was leading the group was Misa.
I wish that they would make more, like in Light's after-life or something. I always thought that because Death Note users couldn't go to Heaven or Hell, they turned into Shinigami when they die and that's how all Shinigami came to be.... I don't know, if the creators ever wanted to continue, I think thats what should happen.
Maybe Light as a Shinigami tries to make a human like 20 years in the future become a new Kira?? That would be sweet XD
