It's a Baldwin VO1000. It was rebuilt by Santa Fe in 1970 with EMD trucks, hood, and 567 engine.

very nice old switcher, not sure on what she is exactly but we can rule out EMD SW series so that leaves either ALCo (unlikely in my memory) or most likely she is a Baldwin or LIMA unit
