I usually use the overlay layer for lighting as the colour dodge layer is really bright and can blind(?) the image. It's great for highlights though and that's perfect for this ^^

I'm usually do it in lazier way. I draw a few scales and copy paste them, then use the warp tool to distribute them. Then I add shadow and highlights on diff layers.
