Love Owen's grin there in the third panel! He's one of the only characters I've seen with a gap inbetween his front teeth. It works so well with his character and makes his grin that little more... interesting and evil!
I like the use of the circular panel in the top frame there as well.

Why is it, that in a world where zombies are an iminent and predominant threat, guns are not standard issue to the naturally helpless?

They're a lot more common in Sov City than they regularly would have been but that doesn't stop the application of gun laws, specifically in regards to school and to minors. Besides the only reason people like Parker didn't die like a bitch in the outbreak is because of the wall, not any form of self-defense.
