Let me give you a little critique. I don't remember glasses dude's name, so I'll just be calling him Glasses.

Let me start with the pros. I love the hair. I feel like I could reach my hand out and stroke it. And I want to. I also absolutely love the texture on Glasses' hoodie and Chihaya's scarf. The atmosphere feels cold, I love how capture that. The shading anatomy (if you don't understand what I mean, it's the places where you shaded and lighted. Not too sure if that makes sense :/ ) looks very nice, so the skin has some nice depth to it. Lastly, I like how you colored Chihaya's lips.

And now the cons. The first thing I noticed was their eyes seemed to lack depth. It works in black in white, but not in color. Try to use some varying shades in the eyes. The iris of the eye aren't the same solid color throughout.

It looks like you used the dodge tool on the plaid scarf. Never use the dodge tool. It was created by the devil to lure anime artists to make awful coloring mistakes on their drawings. Okay, I'm joking, but you get my point. Don't use the dodge tool. Or the burn tool for that matter. The way I shade is I get a darker color (say dark red, dark blue, etc.) and set the layer to multiply. After I've shaded, I lower the opacity. You do a similar thing with lighting, you set the layer to overlay then get a lighter color (I usually choose light yellow or light blue, sometimes even white) but sometimes overlay doesn't work. It's a bit difficult to figure out, but I'm sure you'll get the hang of it. ;D

And lastly, when people's faces flush when they're cold, it's not a straight line across. It's kind of roundish, focusing on the nose and cheeks. I don't know if that made any sense, but I can draw a diagram or something that could possibly help you.

Sorry if this is a little harsh, but I only like critiquing pictures I like, so feel proud of yourself.
