Doesn't matter. In his story, one age is given, and no time has passed in that setting. Regardless of whether he is human or not, he has not aged in his canon story, this making him a minor and thirteen.

Jeff's creator never updated his age with a bio. We can only go by the age given to us in the story, which is 13.
Even if he's human, he was never given a proper update. So, he's still basically 13.
