Yes the texture in the dress, the glasses and the bottle are pixels from the picture, the rest is vectors,
i am not a vector purist, i think!

No i dont use any filter, the most important tip is to master the pen tool, then all is to spend a lot of time drawing with a picture reference

I like very much the face, it's nice, good details...
it's a pitty that arms and specially the legs are not detailed enough. (it's too ligth, i think, but it's jsut my opinion 
And shapes are cool.
