Would ofΒ been even better if tails countered Fiona and went inside her while also inside Sally.

Basically, the suit acts more as a portal to Sally's mind than a costume, so as many people can fit inside as Sally's mind will fit, rather than the proportions of her body. And they're not stuck, but while they're both inside, they DO have to cooperate.

Fiona: "Surprise, kid! If anybody's gonna be the princess around here, it's gonna be me!"
Tails: "What the hell? Fiona?! Stop that, there's not gonna be room in here for the both of us!"
Fiona: "Says you, move over, twerp! A REAL woman ought to control the princess, not some wannabe!"
*Fiona pops the rest of the way in, and finds herself unable to move Fiona as long as Tails resists her*
Tails: "Are you INSANE?! This was a test, I was only gonna be her for an hour at most!"
Fiona: "Don't care! I've got Sally's body now, I can make her do whatever I want, whenever I want!"
Tails: "Stop that! I won't let you!"
Fiona: "Grrrr... You're a little pest, you know that?!"
*They both struggle until they're mentally exhausted...*
Tails: "Alright, alright... Β Fine. You can stay, but I'm sticking around to keep an eye on you. You do anything I don't like as Sally, and I stop it. Keep it reasonable, and let me have a turn at the steering wheel... Β And we can call it a truce. Deal?"
Fiona: "...Deal."

Fiona had seen Tails crawl in, so she decided 'why not' and did so herself. She didn't expect Tails to fight back , though, and they ended up at a stalemate, neither of them being able to control Sally unless they worked together. So they came up with a truce and now Sally's got two people controlling her.
