I like the general form of the figure here, but I don’t understand why it is labeled “Mature.” There’s no explicit nudity/exposes genitalia or detailed breasts, and there isn’t any blood or gore.

Using that same logic, all of Dragon Ball Z should be labeled mature, and werewolf stories should be labeled as pornographic material. But they aren't, and that is because transformation is not inherently a fetish. People transforming into animals has been a staple of literature and other stories for hundreds of years, but I don't think all of it has been an attempt to make people aroused.
Also, if you read dA's guidelines, they do not target transformation-as-a-fetish as being "Mature." Similarly, they do not target arguable more sexual fetishes like babyfurs or sissyfication. That is because not all people view transformation as purely fetish fuel.
tl;dr transformation is not classified as pornograohic unless it depicts actual sexual material like an erection, masturbation post-transformation, or sexual intercourse/rape post-transformation
