Um, Foxy didn't do the Bite of '87. The reason why he's "out of order" is because William killed kids in Pirates Cove and everyone thought it was Foxy.

Except that Foxy literally did nothing wrong. If he did attack somebody, it would be because of his programming.
Plus, the MCI didn't happen in FNaF 1. FNaF 1 is not a prequel to FNaF 2. FNaF 1 has been confirmed to take place in the 1990's, after the FNaF 2 location shut down. FNaF 2 takes place in 1987. Plus, the minigames in FNaF 2 prove that the murders happened several years before the first two games. The minigames are meant to tell the past, not the future.
