It's Commando Man from the upcoming Megaman 10. He jumped into a bog to dodge a carpet bombing and now he's coming after you.I posted a similar looking bot by the same name on another site years ago, so I like to think that someone at Capcom spotted it and might have drawn from it to create the new Commandoman.
When a contest was announced to feature a new drawing of one of the upcoming bots, I couldn't resist throwing this guy in.

I love the bolt in Commando man's mouth representing a cigar, as well as the two headlights on the bottom of his chest, and the words "EAT THIS" on his left arm cannon are my favorite.
