This is the second costume illustration for Jim Carrey's Riddler by Carlos Huente for the Tim Burton produced/Joel Schumacher directed Batman Forever, and it's closer to the final film. Bob Ringwood said:

Bob Ringwood: We've never gone outside the fact that he's a man dressed in question marks. We tried to play it in a good deal. We went from the traditional green body suit and jacket with a bowler hat familiar to the comic book to a '60s-style 'Neuro-jacket' to what I called the Liberace and the bizarre electric suit. And with Jim Carrey, you can't get too extreme.
