I like your take on the mythological figure. And it stands to reason her colors would be muted in the Underworld, as it's also winter on the surface.

All of my takes on the greek goddesses have technocolored hair save for Eris and Athena.
Persephone would be green but her mother has that taken care of in the hair department.
