Just gonna point out there's nothing about that article implies a lack of lips whatsoever despite the fact it’s constantly cited to bolster that argument. It never makes the claim that this discovery proves a lack of extra oral tissue covering, just the opposite in fact. The mistake people keep making is in believing that the presence of ISO’s/neurovasculature in the premaxilla and maxilla of Neovenator are somehow incompatible with an oral seal (e.g. β€œlips) when that doesn’t even really hold true for living animals, particularly other sauropsids, it just means that the integument surface there was adept at giving off sensory input. Interestingly according to the authors of the paper their data is actually indicativeΒ of squamate-like extra oral tissue (though this isn't built upon too much in the journal itself)Β 

The 2017 Neovenator paper was written by Chris barker, Darren Naish and colleagues. Both have agreed that their findings are actually indicative of not only the animal bashing a rather touch of sensitive face but also Squamate-like oral tissue complete with coveted teeth. It’s part of the reason why the signature illustration accompanying the study (drawn by Darren Naish himself) boasts a depiction of N.salerii with lips. In a blog post on ScientificAmerican Naish elaborates on their findings in the paper and even touched upon the conclusions that Thomas Carr presented in regards to daspletosaurus :

β€œThe connection of the channels with external foramina known in living reptiles to be the passageways for nerves, their separation from the pneumatic system, their overall morphology and size, and their position relative to the facial features of living reptiles all show that these structures correspond to parts of the nervous system – we think that they’re branches of the trigeminal nerve, in particular the ophthalmic and maxillary divisions (Barker et al. 2017)”

β€œDoes any of this mean anything in particular as goes the life appearance of Neovenator? Those of you familiar with the extinct archosaur research community will be aware of the never-ending debate on dinosaur facial tissues and on whether they had β€˜lips’, β€˜cheeks’ and other such structures. The latest contribution on this subject was published just a few weeks ago and concerned the new tyrannosaurid species Daspletosaurus horneri (Carr et al. 2017). Therein, it was argued that a rugose skull surface texture – extending all the way to the jaw edges – was linked with scalation and an absence of β€˜lips’. There’s an aside I have to cover here: Carr et al. (2017) argued that tyrannosaurids were crocodylian-like in having a face covered by β€œmany flat scales”, and they said that the rows of foramina on crocodylian skulls are correlated with β€œa scaly integument”. This isn’t quite right. The structures that look like scales on a crocodylian face actually represent polygonal cracking of a highly keratinised skin (Milinkovitch et al. 2013). If, ergo, tyrannosaurids shared such a highly keratinised skin with crocodylians, would their very differently shaped skulls generate the same sort of polygonal cracking, and would that cracking – if present – be distributed in the same manner? Large keratinous sheets on the altirostral snout of a big theropod (β€˜altirostral’ = narrow and tall-sided) might result in a very different look.
