And well it's a bit hard to describe my workflow but my main tip for you is to use references, there are so many different types of cloud formations that it's not really possible to give an "that's how you always do it" type of answer.
When it comes to digital art than for clouds such as these I prefer using mainly a "fluffy" / irregular soft edge brush with a bit of texture in it, ( though you can also do it with a standard round brush it just takes a bit longer ).
There are some cloud brushes out there that you can find with a quick google search, which can also help you out with finding a good brush to use.
Now many of those cloud brushes are basically just stamps that you put down once and you've got your basic cloud shape, which are okay to use in paintings where the clouds aren't such an important part of the image like in this one but I would still slightly touch those up if you've got the time, because I for example know most of these "stamps" by now and can easily spot them when used in paintings ( might be okay for concept art but for Illustration you preferably want you whole image to be original ).
However some cloud brushes allow you to come up with your own cloud formations and just assist you in getting a bit more of those "random cloud shapes" down, and that's what I used here.
But again the main tip I can give you is to use some reference for the types of clouds you want to achieve and if you have trouble getting the clouds to look 3D (because for quite few people that's
the biggest challenge when it comes to clouds) than I suggest doing some basic form and value studies.

Greetings, well the answer is a yes and no.
I first got myself a ton of reference photos of scales ( mostly crocodile as well as some lizards ),
than I basically did a "photo study" of these and mixed the ones I liked together, creating my own basic had painted scale texture and I used that to roughly lay out most of the scales.
After that I went back in on the areas I wound important ( a.k.a. the face ) to refine it a bit by hand add the correct lighting, colors etc. but no I didn't paint the whole thing by hand.

The world as we know it is no more.
After increasing tensions between China and the USA and a possible nuclear war in 2050, a rift opened in space. Both nations stopped worrying about war and more about who would know first what was inside the rift. The Second Space Race had started.
China and the USA made revolutionary ships with the best tech available to them, and both actually got there in the same day. The rift led to a exoplanet in a unknown region of space, one that had every condition to support human life. It, however, was composed of 99% of water, and only had a fistful of mountains that rose majestically from the oceans and the heavy clouds above the seas. The group of explorers, composed both of Chinese and Americans, who agreed that it was better to work side by side, were awed.
They called the planet Atlantis.
Before they could return to earth, they received a call from both their governments. "Stay where you are. Wait for the arrival of more ships", the voices said. After questioning Houston, the only received a single reply: A picture taken from around the Earth's orbit. Flashes here and there were happening.
The group realised that Atlantis was the last safe haven for mankind and its world-destroying stupidness.
Chinese and American ships started arriving during the end of that week. After settling up temporarily, both rival nations agreed to unite forces to rebuild civilization. Settlements started to be made in the mountains and plans were being made for underwater and land exploration missons. However, something was not right. Several helicopters disappeared during scouting, and people started to say that they saw giant figures in the horizon, lurking through the heavy clouds.
The Chinese government decided to discover what was the cause of so many disappearances in the middle of that giant ocean. They used one of their largest warships, the Great Carrier of Mao, and a full squad of frigates to investigate. What they found was terrifying.
The Great Carrier of Mao barely survived the encounter. All of the frigates were destroyed. The commander of the ship reported immediatly to the Dual Council.
Preparations were made for the next encounter with one of those monsters, which the Council has named "Leviathans". Proper name. Only a beast with gargantuan proportions could receive such name. And it has.
War on Leviathans has begun.
(Also, broccoli was found on the planet)
