Saw you were having trouble, so if you're using Vista/XP, here's some instructions
You right-click the file, select "Open."
Then, click "Extract To..", and select "Desktop."
After that's done, go to your desktop and right-click anywhere on the screen.
Select "New..." Then select folder. Name it 'custom cursors' and drag-and-drop the Okami cursor in there. Now, go to your Start menu, select 'Control Panel.'
Go to Appearance and Personalization, then click Personalization.
Click Mouse Pointers. A window will come up, click "Browse" at the bottom.
Click on the desktop icon, then select your custom cursors folder (you may have to scroll down), select it and hit "Open." Then, click on the Okami cursor, then go back to the "Mouse Properties" window that came up earlier and click "Apply" at the bottom.
You're done!
