On Earth 2:

Roy Harper, an agent of the covert operation strikeforce known as Checkmate. His assignment was to track down Cheshire , gain her confidence, and hand her over to the authorities; however, the two fell in love. Though he could not bring himself to turn her in, he knew his presence would eventually lead his employers to her; consequently, he walked out on her, vanishing in the night. It wasn't until much later that Cheshire learned his true identity.

A year later, having become a rather corrupt agent, Roy was among a number of agents summoned to to prevent the sabotage of a critical international arms control meeting. It was during this encounter that he learned for the first time of Lian, the daughter brought about by his union with Cheshire. With her consent, he later took custody of Lian.

Years later, Batwoman was tracking a Talon. She saw him enter and then heard a scream. She burst into the scene and saw the Talon standing over the dead body of Agent Roy Harper. She also saw a 13 year old girl across the room. As she took her stance, the girl slipped between the Talon's legs delivering an uppercut, swiping one of his daggers and cutting his throat. As Batwoman stood motionless. The girl pulled a backpack out of the closet and set it on the fire escape, and set fire to the apartment. "Are you coming?" she asked Batwoman.

Batwoman took her under her wing and continued her training. Lian took special concern to the bow, almost as if she was born with one in her hand. Later Lian met Carrie Kelly. The Red Robin. Not the most original girl, Lian took the name, the Green Arrow....being that she used a bow and her costume was...well, green.
