Actually I always wondered if Dr Russell and Victor Bergman were getting it on behind the scenes. I liked Victor, he had a sort of satyr like quality.
If it were any other series and I were script director I would have promoted Koenig's character and reposted him out of the series except for a guest appearance here and there rather than get rid of Victor to make room for Maia. Koenig was a dork lol.

I'm sure Dr. Russell was friendly with many of the Alpha crew; after all, it _was_ 1999. 
Bergman looked like he had a lot of life in him only he would have to manually adjust his heart rate if he was going to... you know... with Helena. Then they could just say she was only giving Victor a routine cardiac checkup.
I reckon Koenig was too absorbed in the dark, lonely burden of command to notice what Helena was doing when he wasn't around.
