This is his actual design. He has no details as a parody of DC heroes being overly detailed. He's a huge clown as a parody of extremely serious DC heroes. He's the hugest DC deconstruction ever. And he is epic. They actually toned him down in Brave and the Bold. And got rid of his kinda-looks-like-Stephen-Colbert-osity. Didn't like that. And they warped his backstory. Still somewhat correct but still somewhat wrong. Never captured officially.
