I love the blending of the piece, you clearly blended and mixed the blues in a way that is calming and not as 'bold' as most fan-art for this fandom. My favorite part is the light coming from the left and how you mixed the light blue with overall blue of the picture to 'fit in'. The biggest issue that you need to fix is the lack of 'boldness' in Vaporeon. The paws aren't defined (think of a cat's paw and how and the leg and paw divide noticeably) and the back-fin looks more like a slab of meat hanging from the end rather than a real fin used for swimming. The body needs more of this boldness, define your creation! Use darker blues for shading and don't be afraid to make the body 'curvy' (again, think of a cat's curves when it comes to body shape) by using black.

However, overall, I'd rate your piece well. You did a good job and like most good things, you will improve over time. Keep creating!
