Yes. Earth is an undesirable place to live since meteors are falling all the time so most of humanity went into space. people can live on venus, mars, or just on ships in space. Spike was born on mars so technically he's not an american.
anyway if the style is not to your liking, as I said in the description this is how he looks in a manga, I liked it, so I colored it.

Ok, I guess that's just your opinion. I preferred his look in the show, with his shaggy hair, small eyes and long legs.
