First of all, I love your designs, they are awesome and you can express those a lot better than I can! Here are some tips I found out personally when I got my drawing tablet and I think you might find them to quite useful.
SAI has this blur tool that you can use for shading and there are multiple applications for it. So what I do to most of my characters is I try and go over it with just these detailing sort of things and then use the blur brush on them. So if you see like this almost solid blue in the picture above, all you would have to do is add a few pen strokes in a slightly different colors, sort of following the path of the body and then just lightly press your pen on the tablet and go over those lines with a blur tool. Just sort of makes everything seem a little bit more tangible. Of course you can use custom brushes as well with a scale pattern, because I have seen people use them, just never used them myself.
You dont really have to use this tip, your stuff looks awesome nonetheless, but thats just something I've found out these past few months while using a drawing tablet. As always, keep up the great designs and have fun drawing!

So yea, you might want to have multiple colors for shadingg and lights, so SAI has like a color selector and you can slowly drag that color selector choosing the color that you want between white and black, in tis case blue, so instead of having 3 shades of blue as you do here, try having more shades of blue making that transition a bit smoother between colors. (Im guessing thats what you're asking)
What I meant was detailing, so making it look more realistic. I feel like you are going for that more cartoonish, polished look (I honestly think that is harder to pull off, kudos to you). If you do want to add a level of realism (and this is what I was talking about) just add small imperfections like lines and dots and go over them with a blur tool. Sort of like my avatar, it does have the sca;es and stuff, but if you look closely on top of the scales I have these dots and lines that give it a more rough look. Cause scales are hard and impenetrable, that doesn't stop them having some scratches or dents.
