Charizard is unavailable for a group dude. It's a Stage 2 pokemon. If you want him, you gotta start off with charmander and do missions until you get the evolution vouchers. I wanted Flygon, but he's a stage two. 
the ones you can use are baby and Basic pokemon. You can have a stage 1 pokemon, but your second member must be a basic or baby.
Example: Charmeleon and Zigzaggon- Stage 1 and Basic |good|
Pichu and Ivysaur- Baby and stage 1|good|
Venasaur and Pikachu- Stage 3 and basic |nope|
any pokemon that has a baby stage is okay.
Ex: Pichu(baby) Pikachu(basic) Raichu(Stage 1)
No baby stage pokemon are limited.
Ex: Trapinch (Basic) Vibrava (Stage 1) Flygon (Stage 2)
