Well, considering there is an arrow who flying straight to the bear mouth, and it will hit a soft part near the brain, the archer

Even then, there's still the issue of momentum - even if, by a miracle, she manages to kill the bear with this arrow (and her aim seems to be off, judging by the previous four), even then the bear's not going to stop on a dime - we're talking about a frontal collision with about 3 to 500 lbs, and pointy teeth and claws on the front bit.
It's going to hurt, and probably hurt bad, too.

I think it's a draw. Β The bear might die from infection and bloodloss, but by that time our pretty archer will probably be covered over several square feet, her skull crushed and innards having been torn out by the injured and angry bear.

Also even if the arrows kill it, she doesnt seem to be in a stance that alows for a quick dodge, and i doubt having so many pounds of bear slamming into you is easily survivable....shame, shes very pretty.

Hmm, I'm going to have to say... the bear. Those arrows in it don't seem to be slowing it down, and she's all out of ammo. :v
