I used Adobe Photoshop Elements 6.0

Well first I sketched Jack, getting his body proportions was a little tricky XD
Then I scanned him and added colour on Photoshop, the lines on his outfit took probably the most time (and patience)
Going over the sketch's lines on photoshop was tricky too, my version doesn't have a pen tool or any line curve options, so I had to have a steady hand and spend a lot of time making the lines as clean as possible :3

It just takes a bit of practise, it actually doesn't take all too long to get use to using a tablet
The pic I'm currently working on now is the character Jafar from Aladdin, he's made up of loads of long, flowing lines which are already starting to drive me insane XD
