Here's the Rain Texture I made for my image Rainfall Sorry about the size, I would have made it bigger but I took it straight from the .PSD from Rainfall.

For a light rain, set it on screen over your image, go to Brightness/Contrast and put the brightness up and contrast down, then adjust the opacity to your liking.

For a heavier rain, set it on screen over your image, go to Brightness/Contrast and put the brightness down and the contrast up, then adjust the opacity to your liking.
