Oddly enough the only question I ever really ask regarding the other characters is their origins (ie: we only know Mayuri was in the maggot nest, we never find out how he got there or anything that happen BEFORE he got there) Sajin is probably the most mysterious of all the Gotei 13 D: I really want to know why he looks like a fox/wolf.

Yeah, you can get her. You have to beat the Elite Four first, and when you go to Kanto, you talk to this old guy in Pewter City and he'll give you the Rainbow Wing so you can climb the Belltower to find Ho-oh. In HG, it's the other way around, and you'll get the Silver Wing in Pewter City and catch Lugia at level 70.
Unfortunately, Groudon, Kyogre, Latios, and Latias aren't the same way. Since you have SoulSilver, you can catch Groudon and Latios, but you'll have to trade for Kyogre and Latias, and if you want Rayquaza, you'll have to have HGSS Kyogre and Groudon together when you speak to Professor Oak in order to get the Jade Orb and unlock him.

Thanks for the help, I just bet the elite four (barely, I only had Walrein still concious and it just so happen Lance's Charizard got slowed down by being paralyse by my Ampharos) so it won't be long until I can get her

Congratulations! ^_^ Lance's team is such a pain in the butt! Especially the second time around! Seriously, you'll want your whole team to be at least level 70 for that. The rest of the Elite Four isn't that bad, even after they level up, but Lance will kick you in the teeth if you aren't careful.
Just out of curiosity, what else did you have, besides Walrein and Ampharos? I had Feraligatr, Pidgeot, Magmortar, Golem, Vileplume, and Ampharos.
