In the 2040s, the USA went into a war against Russia and their allies for the control of the Arctic and all fresh water reserves. It was a war that, even without using nuclear warfare, lasted some months, nearly a year and it was a total defeat for the American forces because Russians where well prepared for combats in extreme weathers, their androids were even more advanced and the constant hacking of the US system on the net, cause total chaos. A generalized break in the economy, the loss of many human lives when the forces androids where destroyed and the bombing against some important cities from the Russian air forces. And even the European country also lost so many things because of the conflict, the situation in US was so much worse.

Finally in the middle of anarchy, there's a voice that raise stronger in order to find someone to blame for the result of the war. Because the net system were totally destroyed, the internet stop existing in the country and well of the ignorance of many people, they raise their voices against Cyberlife androids, blaming them for the result of the war and sending too many humans to die. Despite the attempt of pro-androids people to say otherwise, anti-android feeling finally reached to the Congress and they approve a law.

The Android Prohibition Law.

Oblige Cyberlife to stop produce more androids, to close their factories permanently, any relationship between humans and androids are forbbiden (evend send people to jail for protecting an android) and all the androids of all kind, must be destroyed in five years. This cause the US society to in a situation near to a civil war, arresting people all around the country and destroying androids. And this reach to Detroit.

The DPD informed to Hank Anderson that they have the obligation of sending Connor, his partner, to be destroyed and they give Hank the chance of not arresting him if he let the procedure continuing. But Hank had enough with all injustice, escaping with Connor just barely and going underground where in time the two find more people and androids escaping and hiding together. They're now criminals to the law, the sole existence of them in any kind of relationship and support is a crime. And they have no internet, they have no much connections, there's no much electricity because of the bombings and they have to steal food, water, biocomponents and thiruim to survive. Hank and Connor see all of this and the partners of law and justice, decide to play the new world's game.

And it raise a big undercover organization that works and survives in the shadows. They go back to the times of the 1920's prohibition, but instead of alcohol, they work around food and biocomponents, and shelters. There's human/android leaders for each state in the whole country and who's the boss of the Michigan state? That's right, both Hank and Connor became the leaders of the Michigan Cell. Leaving Detroit for good and visiting other cities to settle aliances with other pro-android movements, recovering from the Cyberlife factories all the components the androids need to survive, creating new ones with the engineers who ran away. Basically is a whole mafia, a mafia that works together like a big family for survival.

And how Hank and Connor are the leaders, each person/android who want to talk with one of them, must talk with both of them. They never leave eachother's side and earn their own names in order to keep the secret. But if you're in the shadows and must find them to seek for help, just find the blue glow and you'll find them.
