She's from the game "Pokemon Colosseum". The main character saves her while she's being kidnapped by a couple of thugs from a villainous group.

The main character finds two thugs with a sack, and Rui is inside. She calls out for help a la typical damsel in distress, and defeating the thugs, they leave and you (the main character- default name Wes) untie the knot keeping the sack closed and she comes out, thanking you. She assists you in your mission throughout the game with a special ability she has. We can only do fanart for how she might have been restrained, but we do know that she had a tape gag.
