That second-to-last panel is a slightly upward shot, with the camera lowered to about their chests, and to an angle, so there's some foreshortening as Ichigo is farther away. Not sure if that's evident.
Oh and that's young Masaki in the thought bubble back when she was a punk ganguro. This version of her is seen in Chapter 11 page 116.

It's early 90s. Also keep in mind that Ikumi was a 1st year while Masaki and Ichigo were 3rd years. Then Tentei was already a few years older than Masaki but was held back multiple times. So I'd ball park it as Ikumi being 21, Masaki being 23, Tentei 26. Ballpark numbers give or take a year or two.
