First critique, I warn you. XD
First off, overall this looks great; the colours go well together, and small details like Gyarados' expression and the faint stars in the background go a long way.

The highlighting and shading on Gyarados are pretty effective; the light blue/white looks good with the original blue, and the purple on the wjite fins (and elsewhere) was a good choice as opposed to black/grey, since this way it fits in with the background a bit better and has a more natural look while also being artistic because it's purple. e.deviantart.net/emoticons/w/w… " width="15" height="15" alt="
Lucario's shading and highlighting is bit harsher in my opinion; I can see where you tried to use dark blue to shade as opposed to black but at first glance it appears black (maybe you used black as well?) which makes it fit in a bit less than Gyarados. The highlights are fine on the blue but perhaps harsh on the black/grey, and the only solution I can offer is possibly removing parts of the lineart where the light is brightest so that there is less contrast there. That being said it looks very good on the...hair?..., I think you did a good job shaping that using highlights and shadows.
Moving on to anatomy, mostly everything is spot-on, but there are a couple problems I can see:
Lucario's arms are too short and skinny, though it has a comedic effect so there's that. XD
Gyarados is quite a bit smaller and skinnier than the average Gyarados, but that could be a character trait so it could work.
The boardwalk has some nice shading in it but it's lost a bit because it's shape is kind of unclear; I see what you were going for and I think it just needs a thin rectangle to indicate the side of the boardwalk. Also good job on Lucario's shadow, I can imagine it looking just like that in real life. e.deviantart.net/emoticons/s/s… " width="15" height="15" alt="
Last thing, the ocean has beautiful highlighting and the overall look is unique. You may want to consider, however, if the top of the waves would have that shape.

I do agree about the arms being to skinny on lucario and gyarados being a little skinny as well XD but this is what happens when I draw at 2:30
