I'm placing this particular story during Rainbow Dash's attempts to become a Wonderbolt.
I say it was Rainbow Dash's idea to make AJ dress up like that, probably to fill a minute role... until something happens and AJ saves the day. Knowing Dash's luck, AJ's acceptance as an honorary Wonderbolt would make Dash's head spin!
I'm just picturing her with that dropped jaw look on her face (like this:  derpicdn.net/img/2014/3/15/576… )!
