Daredevil of Marvel Comics vs Raphael from Teenage Mutant Ninja Turtles.
This may seem like a strange combination until you realize that the original Ninja Turtles comic was meant to parody other comic series including Daredevil.

Daredevil, aka Matt Murdock, debuted in 1964. He lost his eyesight in a radioactive cargo spill, but the radiation also heightened his other senses. Under the tutelage of a martial artist named Stick, Matt not only becomes a powerful fighter, but he manages to hone his remaining senses into a superhuman radar sense.
To the public Matt Murdock is a blind lawyer, using a cane to find his way around. As Daredevil the cane becomes his billy club, the cable of which allows him to use it in various ways.

Raphael, along with the other turtles, first appeared in 1984. The turtles were mutated into their anthropomorphic forms in a chemical accident. They were raised in New York City's sewers by Splinter, a mutated rat, who taught them the art of ninjutsu. Each turtle has a preferred weapon with Raphael's being a pair of sai. Raphael is possibly the strongest, most skilled and brutal of the turtles, though he has something of a rivalry with his brother Leonardo, the leader of the team.

Daredevil has several advantages in this fight. Besides his heightened senses, he is also more experienced and he has fought many ninjas, even those wielding sai.
In Raph's case, his reptilian hide and turtle shell make him tougher than a human. He'd also have the other turtles to back him up whereas Daredevil usually fights solo, though that might not need to be taken into consideration in this match.
