The suit looks really cool and all the little skulls are a nice touch. I also like the gloves.
I'd say that the smiley face on the mask takes away the intimidation, but from your comments you said you were purposely going for a more 'cute' look. I agree with the others that it makes a good henchman. The skull mask still looks pretty cool.

The skull is a nice touch. And I know that you were going for cute with the design, but unless the eye sockets are two slits, skulls are always going to be intimidating.

The mask is really nice. Simple yet menacing. Maybe you could his nose hole circular to continue that whole circle motif.
I can't really read the symbol on his forehead but I like the way it connects to the eyes like a molecular bond kinda thing.
The shoe skulls may be a bit much though. With how simple his suit is, I feel like those details draw my eyes to his feet. Maybe taking them away would bring it back to focusing on that mask.

Well, I can tell you right now, the skull shoes are here to stay. Of course, considering this is a minion-type design, I may try some minute variances. Just because they're generic doesn't mean they have to be completely bereft of personality.
Is the mask really that menacing? I was going for more of a cute design.

I guess the shoe buckles seem a bit odd to me, but yeah man personality is good. Β Little touches like that can be used define their sense of style/fashion.
As for the mask, yes it's definitley cute looking, and that's what makes it scary.
Like clowns. Those things are supposed to be friendly looking.

He looks like proper henchman material. I wouldn't say he quite has the look of a "Main Villain" but he does look like a very disposable villain type. The little shoe buckles are probably my favourite part- keeping theme consistent is big with minions ya know? I like me some masks and that's a pretty solidly intimidating one, coupled with pin, cuff links and buckles it works well- almost to the point I'd have said make ALL the buttons skulls but that might been overkill aye.
I'd argue that his drawn in fist at the back has to be some kind of artificial because to hole it like you've drawn it here for any length of time would be painful as crap. Just trying to articulate it like that is painful. It could be the angle the drawing is at is making it look that way but it would bug me not to say it looks weird. I'd also maybe say the further back pants leg has too many folds in it.Β

Oh! If you go mid punch then this makes sense as a retracted stance! I see, yeah. I couldn't tell, maybe a speed line mighta helped me there, ha sorry.
Oh yeah he reeks of minion. He reeks of the kinda guy that gets beasted on by the main hero in droves. Faceless scary mooks are the best mooks in history. Ha ha I can dig the skulls but I worry adding that many might be a weeΒ bit overkill, only you can tell when it's proper finished though aye.
