lookin thru this dude's gallery it looks like this is his first drawing of garnet (i might be wrong, he may have just deleted previous drawings) so i guess that since it was his first drawing of garnet he stuck very strictly to her canon appearance and then over time he changed it up a bit to fit his style,,, his creepy ass style

There's a thing in cartoon called race code. A character that is given black features is considered to be black coded.
Black coded characters are relatable to black people, so when you take that away you're taking away that identification they feel with that character. Proper and fair representation for black people is rare, so it's not asking a lot to draw characters with the right hair texture and skin color.

But what about the original pilot? I know they changed it, but let's be serious. This is a cartoon and the crystal gems are technically rocks. Amethyst acts and sometimes talks black-coded yet she has long and lustrous silver/white/light purple hair.
