Well, then you don't really know the character from my icon, but you could have seen some other character with a similar colour scheme. I remember running into some drawing of characters I don't know and doing a double take because they reminded me of this guy.
That, or maybe you've seen something One Piece-related after all. But anyhow, this is a character from that anime/manga. His name is Caesar Clown.
