They do it in Canada too. It's veterinarian markings - to find out the owners if they get lost.

Oh, there is a rope also on others.
When I first saw them (in smaller version) I didn't noticed it and I was in quite a shock, how they are standing in such way "in the air".
Now it is all clear

i think they could sit like that with the ring without the suspension too, but only for a couple seconds
