Miles: Or the Condiment Kings and Taserfaces. Like these two people.

Elain: Dave the fry cook of Meh Burger...

Miles: and Leopold "Butters" Stotch, aka Professor Chaos...

Elain: He's Miles Noble, loremaster and mad Mobian genius...

Miles: and she's Elaine Riposte, Goblin Rogue and weapons expert!

Elain/Miles: and we're here to debate on who would win a Death Battle!

Elaine: And... it's.... honestly hard to say. 

Miles: What're you talking about? Professor Chaos wins easily.

Elaine: What?! But Professor Chaos is a child who lacks superpowers! Dave actually has access to dangerous weapons and is a super genius who nearly ended the world of Sonic Boom!

Miles: Well, yes, Dave does have better access to weapons, such as his Burger cannon, the Fybot, the Mutant Seed Gun, and even the Octobot..... but that's about all he has going for him. He's in poor physical health, with asthma on top of that, the Burger gun barely damages even Eggman's weakest Badniks, the Frybot is easily trounced, and Dave could barely pilot the Octobot, which in of itself has an obvious kill switch on its outside. His only viable weapon is the mutant seed gun, and the plants it produces could easily attack Dave.

Elaine: Yes, but even an out of control weapon is dangerous. So what does Butters have that makes him more dangerous?

Miles: Simple: Imagination.

Elaine: What?

Miles: The world of South Park has an... odd relationship with imagination to say the least. Even ignoring the fact that Imaginationland is a real place and Butters can't really conjure up anything outside of it, it seems that anything he thinks up still has effects in the real world.

Elaine: What makes you say that?

Miles: The South Park games, for one. All the boys, Butters included, have the ability to affect the real world with the power of their games, even if it doesn't make sense. For example, in Stick of Truth, Paladin Butters is capable of shooting lightning at his opponents, dealing physical damage to them, and in the Sequel Fracted But Whole, Professor Chaos can summon two spires made of Cardboard and tinfoil to cause confusion and electrical attacks. Now, even going by the idea that everyone's playing along with the game for some reason (most of the adults ARE idiots, after all) Butter's lightning can still hurt creatures that can't even conceptualize the idea of a game, such as the Nazi zombies, Mephisto Mutants, or Rabid Dogs. Thanks to this, we can infer that any ability that Professor Chaos has demonstrated can in turn, affect the real world, and thus, hurt David.

Elaine: Yes, but Butters still is only a child, not even ten years old!

Miles: Yes, but but he's a kid with access to lightning, shield spells, "webs of holding," a titanium fiber cloak capable of blocking fire, the Hammer of Chaos, life draining spells, and of course, his army of minions. Hell, as Professor Chaos, Butters DEFEATED THE GRIM REAPER ITSELF WITH A CHAOS BLAST/KAMEHAMEHA KNOCKOFF! See, like David, Butters is usually restricted by his resources, which usually means the worst he can do is annoy people. However, as shown in the Episode "Franchise Prequel" and the Fractured, But Whole game, when given the funds, Butters can be exceptionally dangerous when given the funds and resources. Yes, Professor Chaos is still a child and still susceptible to physical damage (the episode "Good times with Weapons" is proof enough of that) but keep in mind, he can still tank blows from Captain Diabetes, who at his strongest ripped a payphone and an energy generator out of the ground with his bare hands.

Elaine: So going by that logic, would Dave be able to access his own Ultimate villain persona? The one with the ice breath, hand lasers, lightning, animal control, and flight?

Miles: Mmmm... I'm uncertain, but for the sake of fairness, I'll say he can. Even then, that's still not enough to defeat Professor Chaos, simply because his enemies, the Coon and Friends and Freedom Pals? They all have those powers to some degree or another, so Professor Chaos can handle it. The Chaos Minions may have a bit of challenge with Dave's animals, but Chaos himself can deal with those easily enough. It makes things more difficult, yes, but not by too much.The only device that would conceivably be a challenge would be the Octobot, which is the most durable of Dave's devices. Even then, it's not unfeasible that Professor Chaos could take it down. After all, he aided in the defeat of Kyle 2: Genetic Mutation, which was roughly on scale with it in size, and just as durable. What's more, Professor Chaos has his own "mech" of sorts.

Elaine: What, the Mecha Minion Chaos Supreme?

Miles: That's right. While it's really just a "robot" made from tin foil, plastic, a Chaos Kid, a couple of Mexicans, several hamster balls, and two dogs, this Mech is still durable enough to tank damage from even Captain Diabetes's punches, Super Craig's headbutts, Fastpass's strikes, Human Kit's Lasers, Coon's claws, Toolshed's ground drills drills, whatever the New Kid has, and several ultimates before crumbling into its second, and later third, modes. Add in the fireworks it can launch, the "lava" (red lego bricks) it can fire out, and the fact that it can heal through "medbots" (other Mexican minions), and summon minions for aid, it could stand enough of a chance to at least weaken the Octobot enough for Professor Chaos to finish it off. Even without it, Professor Chaos can still take it on with his other powers. All in all, it's a surprisingly close match, but Professor Chaos can come out on top.

Elaine: So in other words, Professor Chaos is serving Dave a tray full of pain.

Miles: the possible winner is Professor Chaos.

Professor Chaos: You did your best, and that's all Jesus asks of you.

What? it makes sense. both are minor antagonists to the main heroes of their respective series, gets little respect, and on occasion proves themselves to be a legitimate threat.
