Does she still exist in the series? I remember when she debuted when I was a kid, she became one of my fave characters, but she was largely underappreciated back then.

Skarlet's got red hair with black streaks and doesn't have a full hood, at least in her primary design. The title of the drawing tells it all; she's from GI Joe. Didn't know she still existed, but she was in the 80's(?) or early 90's animated movie. Kind of a female counterpart to Snake Eyes.
