Seriously, if both men and women could let their hair grow in any branch of the military (air force, army, navy, police, firefighters, etc...), I think many more people would join... especially men, since they are forced to shave their beautiful hair.
It also has another meaning: in the military everyone wears uniforms, you are the same... but when you reveal your hair (different colour, texture, type), you are unique in your own ways.
The hair is simply a symbol. You wear the same outfit as your comrades, but your individuality is hidden away in your hat that no one else can see... until you reveal it.
