yea it's stencil...the rain is done with a spray can, if you lightly press down on the cap you get this effect. It's also a combo of white and silver which makes it look wet.

as far as you want...the closer you hold the more concentrated the splats get and the harder it is to control. I usually go from a foot or so away. It just takes practice to get the splats to come out evenly...and an almost clogged cap can help.
