I can'r really remember what the brown belt was doing...but from looking at the picture and the direction of the blur...I'm pretty sure he is on his way back down to the ground after a spin kick. His right hand is in front of him for balance...his left hand should be up too, but nobody is perfect. It's a common mistake to let that arm drop down when landing a spin kick.
