It's Mariko Ozono from Mega Man Battle Network.I was originally going to put the text in engrish, until it hit me how I couldn't quite read the result myself half the time.
Finished in Clip Studio Paint.
[EDIT] Fixed one of her hair swiss rolls, it was swirling the wrong way.
