A hodgepodge of characters who'll feature in MM NEO, if I ever get around to it. I'm bad with projects.

ZACK TEMPLAR: Dex's intellectual rival from the detention centre. Zack was sent there for a reason he has long since forgotten (he was five), but came out surprisingly well, considering the other kids. He runs into Dex while he is Gutsman, and comments on his choice of armour design. It wasn't Dex's, of course. Since the heads of the centre are looking for him, Zack joins his old rival. [Note: This version of Zack/Kizamaro has blond hair.]

"THE MASTER" AND BEAT: The man who approaches Rock after he is hospitalized. He is an expert mechanic, having been so for about 15 years, and is the one who builds the armours Rock and co. use. "The Master" has no clear ambitions except to get out of the city, and is desperate to warn people of the reality warp outside of their sanctuary. Beat is the Master's companion, but he doesn't do much outside of peck strangers.

SERPENT: The Big Cheese of Rock's city, fittingly named Purgatory. Dictator Serpent was involved in an accident when he tried to bind to his own shadow; the experiment failed and he became this...thing. Serpent was, is, and will always be ruthless and cold-hearted, a prime example of humanity gone wrong. He is also, unsurprisingly, the yin to the Master's yang: Serpent will not permit anyone to leave Purgatory out of fear that they will discover the reality warp. Being the bright guy he is, though, he doesn't try to figure out what's causing it.

BURAI: The "stranger" who nearly kills Rock, Burai is one of Serpent's most trusted generals (and that's saying something; Serpent is King Suspicious of Paranoid Mountain). He, like all of the generals, is a World Master, and spent most of his life trying to perfect his control over the outside world. Due to the amount of cybernetics in his body, he is actually 27, but looks ten years younger. Burai is haunted by dreams of being stabbed to death by a woman whose appearance is similar to his own, and who could possibly be his mother. Unlike other rivals in anime/games, it is not Burai who desires Rock's death, but Rock who desires Burai's. To Burai, Rock is nothing but an afterthought...he's got worse things to worry about.

???: A lowly drone Mechaniloid.

PYRON: Don't let this freak of science get anywhere near flammable material. Pyron specializes in fire, and torching naysayers. He loves nothing more than to see his victims writhe in pain, and will go to any end to make it happen. Unfortunately for Pyron, his cyberbrain shorts out at the worst moments possible, leaving him helpless. It's most likely an aftereffect of becoming a World Master...[Note: This is indeed "Heatman Neo".]

GATZ AND GEETZ: Serpent's bodyguards. Megaman doesn't see much of them, but they're extremely powerful and intelligent--Geetz more so than Gatz.

ALIA: Serpent's...secretary? Alia is the one who organizes information for the guy, so perhaps yes. She is a very touchy, no-nonsense woman, and is quick to point out others' faults.

WARLOCK: He was horribly disfigured in a freak accident involving the volatile outside world, and his body (save for his head) had to be replaced with cybernetics. Warlock will annihilate anyone who reminds him of this, so those who know him wisely keep their mouths shut. [Note: There is no true "human" or "robot" in NEO; all humans are given cybernetic components whether they want 'em or not.]

CIEL: A scientist who is trying to discover the origin of the reality warp, but has had zero success so far. She works with the Master from time to time, and eventually acts as tech support for the Fab Four.
