This is Zennon from the 1972 anime version of Devilman, largely inspired by Demon Lord Dante since the anime was meant to be an adaptation of the original Demon Lord Dante before its premature cancellation and the command of Toei Animations to Go Nagai to make an anime with a hero more humanoid.
