Description Here's a progress photo of the Celeste picture I promised. 
I use Paint tool SAI for most of my digital work. Its a great drawing software, and in my opinion, very user friendly.
Step by step:
1. Scan the original sketch from my sketchbook and crop to the size/framing I want. 
2. Next, I draw my finished line work very carefully over the sketch using a pen tool at 60% opacity. This step takes a great deal of time.
3. For this piece, I chose my "background" next. I dont always do this before coloring, but I feel that I am more satisfied with the results when I do. This drawing just has a blue rice paper texture background which I found open source on the google, and altered to my needs.
4.) Using a pen tool at 100% opacity, I colored in all of the base colors on the character. No two adjacent colors are on the same layer. 
5.) After the base colors, I decided to try different lighting affects to go with a more transparent and muted palette. To do this I set all of the colored layers to the option "overlay".
6.) The next step is cell-style shading. Cell style means harsh lines with no blending (very cartoon like). I created a new layer set to "multiply" and drew in my shadows over the drawing with the same blue color of the background.
7.) Decided to draw in come lumpy sketched flowers for placeholders in the background.
8.) As before, I carefully drew my final linework over the sketched flowers, using a reference photo of Forget-me-not flowers (remember, its ALWAYS okay to use references!)
9.) Creating another multiply layer, I then colored into every flower in the background using the same blue I did for the shading.
10.) The last step was to add highlights to the hair, eyes, and face. I did this by creating another overlay layer, and used the same blue as before.
