Control panel -> Region and language -> Formats tab -> Short/Long Time Replace h:mm/:ss tt with H:mm/:ss without tt.

C:\Program Files (x86)\RocketDock\Skins paste there Aero Flower - Rocket Dockskind , Rename it to Aero Flower , exit rocketdock.. Run it again , go to dock settings -> style -> theme -> Aero Flower..
