No. They did that because in certain areas of the country where gambling is legal, any winnings of $1200 or more are taxable. So limiting the wheel to a top value of $5 less, it attracts more players who don't want to bother filling out forms for higher winnings.

Well, I did say CERTAIN areas of the country. pparently in others, the taxable top end is $6000. (Hence the $5975 space on that wheel.)

Indeed, but I'm sure you noticed all the values were multiplied by 5, did you not? Even so, if they decided to take advantage of that, I admire their decision.
